How to make a request for re-issuing the Call for Comment.


Below is the template to make a request for re-issuing of the call for comment.


Please remember not to copy and send it as is, but to add in all the relevant details.

Dear Dr Kotze,


I am a [PICK ONE – ECD Practitioner, Parent OR Grandparent of a child in ECD OR a concerned citizen.]


I urgently request a new 30-day comment period on the draft Children’s Amendment Bill [B-2023] (“Bill”) for the following reasons:

a) Neglect of African Languages and Braille Versions

  • Languages other than English neglected

  • Publish call for comment in multiple languages

  • Include at least one dominant language per province.

  • Provide Braille copies and ensure availability in accessible locations.


b) Failure to Publish a Socio-Economic Impact Assessment

  • Cannot comment meaningfully without a SEIA.

  • Comply with SEIAS guidelines – SEIA must be published with call for comment.


c) Lack of an Explanatory Memorandum and Failure to Include Link to the Children’s Act

  • Bill too complex to understand without an explanatory memorandum.

  • Want to understand DBE policy on ECD before I can comment

  • Also highlight potential benefits and disadvantages

  • Provide a link to the Children’s Act so I can read the Bill with the Act.


d) Lack of Pre-Education of Stakeholders and the Public

  • Please schedule parent meetings in the evenings or weekends for parental input.

  • Use alternative communication methods such as social media and virtual meetings to allow parents to participate.


e) Limited Public Awareness

  • I was unaware of the Bill until [DATE] and cannot comment until I have reasonable time to study it.
